This annual report first was initiated by the Illinois Board of Higher Education as a means for public universities to highlight their contributions to advancing statewide policy priorities articulated in The Illinois Commitment. This policy framework includes six policy areas – economic growth, P-20 partnerships, affordability, access and diversity, high quality, and accountability and affordability. Performance indicators corresponding with each goal were identified by the Board in cooperation with the public universities. In addition to highlighting the University’s contributions to current statewide goals, this report includes data that informs University planning. Three years of data are included for each performance indicator; the years included vary depending on data availability. Benchmark data are included, where appropriate, for the Illinois Board of Higher Education defined peer group (for salary comparisons), Illinois public universities, and Illinois State University’s benchmark schools.

In 1999, the Illinois Board of Higher Education published the Illinois Commitment: Partnerships, Opportunities, and Excellence that establishes six goals for all of Illinois higher education: sustaining strong economic growth, improving teaching and learning, maintaining affordability, increasing diversity, engaging in assessment, and operating productively and cost-efficiently. In 2004, the name of the report changed from the Results Report to the Performance Report. Illinois State University’s Performance (Results) Report highlights progress towards the six goals of the Illinois Commitment within the context of its strategic plan, Educating Illinois. This report was required by IBHE for FY1999 through FY2006.
